The expert group meeting took place on April 24, 2026, at the Commonwealth headquarters. Representatives from Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan, as well as the Interparliamentary Assembly of Member Nations of the CIS and the Commonwealth Executive Committee, participated in the discussion.
During the meeting, comments and suggestions on the draft document received from countries were reviewed. Following the discussion, the experts agreed on the text of the Comprehensive Program and decided to submit it to the CIS Economic Council for consideration in accordance with established procedures.
It is noted that the draft program is being developed for the purpose of implementing the updated Concept for the phased formation of a common labor market and regulation of labor migration in the Commonwealth countries.
The purpose of this Concept is to further develop cooperation between states in the field of social and labor relations, as well as to develop coordinated approaches to the formation of a common labor market and the regulation of labor migration.
The updated Concept also emphasizes the need to address a number of areas. Specifically, this includes informing citizens about employment opportunities in other CIS countries, ensuring preliminary training for those wishing to leave for work, providing legal and informational assistance, and providing financial support and social security.
In addition, the document provides for the screening of citizens leaving for work to determine whether they are banned from entering the country of employment or are on the international wanted list, as well as the use of biometric identification mechanisms.
